Licence - street collections

 

All street collections must be authorised by Carlisle City Council in writing by way of a Street Collection permit.  Application should be by way of letter to the council, preferably on the headed notepaper of the organisation, stating the date, times and location of the collection requested.
 
The Regulatory Panel at their December meeting each year, consider all street collection applications for the following year. They take into account the charity or nature of collection requested, whether the applicant was granted a collection in previous years and whether the necessary 'Form of Statement' (Statement of accounts) was returned to the City Council. They then allocate the successful applications various dates throughout the following year.
 
All applicants will be notified of the result and must carry their letter of authorisation with them during the collection. The Police or an officer of Carlisle City Council may require its production. The applicant must complete the 'Form of Statement' and return it to the City Council licensing office within one month of the collection date.
 
The legislation concerning collections is being reviewed by the government and a Charities Bill is expected to be published in 2008.
