Carlisle City Council is responsible for several areas designed to protect public safety and promote public confidence in activities that may otherwise be open to exploitation.
Many licences are issued after consultation with other departments or agencies. For example, before an application for a Premises Licence is granted, responsible authorities e.g. Police, Fire Service, Environmental Protection Services Trading Standards and Planning Services will consider the application. Taxi and Private Hire drivers must pass a Driving Standards Agency 'Taxi' test, obtain a disclosure from the Criminal Records Bureau and take a medical examination.
Carlisle City Council carries out checks and inspections on a regular basis, both in the daytime and during what many would call unsocial hours. The busiest times for entertainment, door supervisors, taxis and private hire vehicles are in the evening and early hours of the morning.
Application forms, where appropriate, are included in both Word and PDF format. Although Word applications may be completed on your computer, the completed form should be printed, signed and sent to the relevant licensing office with any fee and necessary documentation.
Two committees of the Council are primarily responsible for issues concerning licensing. The Licensing Committee is responsible for all matters in connection with the Licensing Act 2003 and convene every three months. The Regulatory Panel deals with all other licensing matters and convene every five weeks. There are 12 Council Members who are elected to serve on both committees.
