Pollution control - construction information and advice

The City Council's Environmental Quality team assesses the pollution aspects of many planning applications received each year.

We advise on the following issues including:

Noise
Where necessary, officers are able to carry out noise assessments to determine whether any noise abatement measures are required at the site. These can include placing a requirement for noise, insulation or acoustic glazing if a development is located in a noisy area, or if a site is being used for a potentially noisy activity, we can place a limit on the level of noise produced at the site.

Building Use
A requirement can be placed on a development so that it can only be used for the type of use that has been stated on the planning application form. This prevents the building being put to use for something not considered during the application process, which can lead to problems with neighbouring properties, for example on issues of noise or odour nuisance.

Hours of Operation
For developments such as supermarkets or warehouses which may affect nearby housing, specified hours of operation can be imposed which reduce the possibility of disturbance occurring to people nearby.

Contaminated Land
Where there is the possibility of contaminated land being present at the site of a development, a detailed site investigation and risk assessment can be requested so that any problems can be highlighted and dealt with at an early stage.  

Fume Extraction
If an application is received for a premises where food or other odourous activities take place, a requirement for sufficient fume extraction can be placed on the development so that it doesnt cause a problem to nearby residents.

Lighting Levels
Where a development includes significant lighting proposals, recommendations can be made which require the lighting scheme to be designed in such a way as not to  cause a nuisance to nearby residents.

Air Quality
If the development is in an area identified as problematic in the Air Quality Management Area, a request can be made for a detailed air quality assessment to be submitted so that the effects of air quality on future users of the buildings can be assessed.
