What is Fly -Tipping?

Fly-Tipping is the illegal dumping of waste on land or in water.Fly Tipping

Fly-Tipping disfigures our beautiful countryside, causes pollution, harms wildlife, undermines legitimate waste removal businesses, and is very costly to remove.

Carlisle City Council takes fly-tipping extremely seriously and will prosecute offenders whenever possible, and fines of up to £50,000 plus imprisonment may be imposed by the Courts upon conviction.

What can I do if I see someone fly-tipping?

If possible record the following information:

  • date, time, place
  • description of people seen
  • vehicle details including registration number, make, model, and colour  
  • type of waste

Please remember that fly tipping is an illegal activity. Never do anything that may compromise your safety and don’t attempt to sort through fly tipped rubbish as it may contain dangerous materials.

Fly Tipped

Fly-tipping is often associated with dumping waste from vehicles. In these cases the person controlling the use of the vehicle can also be prosecuted, which means that it may be possible for a prosecution to occur when only the vehicle, not the driver, is identifiable.

Do I have a Duty of Care for my waste?

Householders are required, by law, to take reasonable measures to ensure that household waste is passed on to an authorised person.

Please remember that if you are employing a tradesperson to work on your home, or anyone to take away your waste; that it is your responsibility to make sure that they (or the skip company) are Registered Waste Carriers. This may be done by asking to see their Waste Carriers License or by checking with the Environment Agency
