Transfer of Housing Stock

On 9 December 2002 Carlisle City Council transferred all its housing stock to the new Carlisle Housing Association. From April 1, 2009 Carlisle Housing Association will be changing its name to Riverside Carlisle.

City Council housing tenants voted for the transfer in July 2002, allowing around 7,200 homes to be transferred to CHA along with any shops, garages and land within the boundaries of the estates involved.

The final agreement drawn up between Carlisle City Council and CHA, a charitable subsidiary of The Riverside Group, includes:

  • a major programme of repairs and improvements bringing £52m of investment in the first five years;
  • a rent guarantee which ensures that rents and service charges remain within Government's maximum for the first five years after transfer;
  • a high quality housing management service with three local offices, local lettings and improvements to sheltered housing;
  • direct tenant involvement in the management of Carlisle Housing Association through places on the board;
  • protected tenancy rights.
